Ditengah perkembangan dunia teknologi dimanfaatkan oleh Pemerintah Kabupaten Sumenep, Madura, Jawa Timur sebagai alat untuk mengontrol jam kerja Aparatur Sipil Negara (ASN). Melalui absensi online atau Sistem Informasi Absensi Pegawai (SIAGA) dan Smart ID Card kehadiran ASN setiap hari akan mudah dipantau.
Kepala Badan Kepegawaian, Pendidikan dan Sumber Daya Manusia (BKPSDM) Sumenep, Titik Suryati melaui absesnsi online mempermudah pengawasan pemerintah bagi ASN, baik ASN yang bertugas di satuan organisasi perangkat daerah (OPD) atau ditingkat kecamatan.
Setiap abdi Negara diwajibkan mengisi absen dua kali setiap hari kerja, yakni pagi dan sore hari sebelum pulang.
“Setiap ASN yang lambat absen akan dikenakan sanksi. Saah satu sanksinya pengurangan tunjangan bakal diterima setiap bulan,” ucapnya.
Menurutnya, Apabila nanti bolos atau terlambatnya sesuai absen ditotal selama satu bulan mencapai 2 atau 3 hari kerja, maka tunjangan ASN tersebut akan dikurangi sesuai bolos atau terlambatnya masuk kerja.
“Saat ini ASN di lingkungan Pemkab Sumenep tidak bisa mengelak dalam bekerja, utamanya waktu masuk kerja. Sebab, absensi online ini semuanya akan diketahui, siapa yang sering lambat masuk dan lambat berapa lama,” Ungkapnya.
“Melalui absensi online akan terpantau kinerja para abdi negara ini. Hal itu sesuai keinginan bupati, semua ASN harus bekerja maksimal, terutama dalam pelayanan publik,” tukasnya.
Perlu diketahui, Pemerintah Kabupaten Sumenep, Jawa Timur secara resmi meluncurkan Sistem Informasi Absensi Pegawai (SIAGA) dan Smart ID Card beberapa hari lalu. Penerapan Siaga Online dan Smart Id Card tersebut dalam rangka meningkatkan kedisiplinan dan kinerja Aparatur Sipil Negara (ASN).
Kepala Badan Kepegawaian, Pendidikan dan Sumber Daya Manusia (BPKPSDM) Titik Suryati menjelaskan, sebelum diluncurkan program SIAGA Online dan Smart ID card, pihaknya telah melakukan uji coba sistem tersebut pada bulan April 2017, dan hasilnya sangat memuaskan.
Hasilnya setelah dilakukan uji coba pada April 2017 hingga Desember 2017, tingkat kedisiplinan ASN cukup signifikan, yakni dari 22,02 persen menjadi 87,82 persen.
“Selain itu, Smart ID Card memiliki kecanggihan yang luar biasa. tidak hanya berfungsi sebagai sebagai tanda pengenal atau profil saja, melainkan juga sebagai ATM dan E-money, serta pencairan tunjangan kinerja,” katanya.
Titik menjelaskan, pada barcode Smart ID Card milik masing-masing ASS tersimpan data-data penting yang terus update, seperti rekap absensi dan jam kehadiran.
“Dibarcode kartu sudah lengkap, ASN hadir jam berapa, terlambat berapa jam dan lan sebagainya. Pokonya disitu komplit dan benar-benar smart,” tukasnya.
Sekedar diketahui, jumlah Aparatur Sipil Negara (ASN) Kabupaten Sumenep, sejak April 2018 mencapai 9.423 orang, sedangkan yang bertugas di Kepulauan sebanyak 1.840 orang. (Asm)
