Rekrutmen anggota Panwascam Kabupaten Sumenep, Madura, Jawa Timur, dari hasil tes tulis yang diselenggarakan Kamis (5/10/2017) lalu resmi diumumkan Minggu (15/10/2017) kemarin. Namun, Berdasarkan berita acara rapat pleno panitia pengawas pemilihan umum Kabupaten Sumenep nomor 13/BA.BAWASLU-PROV.JI-26/X/2017, menyisakan spekulasi dari berbagai kalangan.
Indikasinya, dari hasil pengumuman yang dinyatakan lulus tes tulis, tidak ada keterangan berdasar apa. Termasuk enam peserta tiap kecamatan yang dinyatakan lulus.
“Harusnya, panitia Rekrutmen mencantumkan nilai atau hasil tes tulis peserta sebagai acuan yang dinyatakan lulus dan tidak.
Karena sudah begini, muncul kesan rekrutmen panwascam Sumenep tak transparan,” kata Ketua IKA UINSA Koorda Sumenep Hambali Rasidi dalam rilis ke sejumlah media, Senin (16/10/2017).
Menurutnya, Mestinya panitia mengumumkan seluruh hasil tes, baik yang lulus lebih-lebih mereka yang dinyatakan gagal masuk ditahapan berikutnya.
“Boleh dong saya menafsiri atau menduga, jangan-jangan yang dinyatakan lulus sudah berdasar titipan,” imbuhnya.
Hambali menambahkan, kalau kerja anggota Panwaskab Sumenep profesional, bersikaplah transparan, seluruh pihak yang berpartisipasi baik langsung maupun sekedar mengamati bisa puas.
“Biar ratusan peserta tes tulis puas atas hasil yang diumumkan, sejak kemarin saja, saya banyak menerima aduan dari peserta rekrutmen panwascam,” jelasnya.
Iapun menuding, beberapa peserta yang lulus seleksi tes tulis memiliki hubungan pertemanan dan kekeluargaan dengan sejumlah komisioner Panwaskab Sumenep.
“Indikator ini mengundang kecurigaan setelah pengumuman hasil tes tulis tidak transparan, ini real dilapangan,” tambahnya.
Untuk itu, mantan aktivis PMII Surabaya ini berencana berkirim surat ke Dewan Kehormatan Penyelenggara Pemilu (DKPP) dan Bawaslu Jatim tentang temuan diatas.
“Saya menunggu hasil finalnya dulu. Saya berharap, surat yang akan kami layangkan ke DKPP dan Bawaslu Jatim bisa menjadi bahan evaluasi atas kinerja panwaskab Sumenep. Sehingga pelaksanaan pesta demokrasi benar diawasi secara serius,” tegasnya.
Lebih jauh, tiga nama yang akan lulus di masing-masing kecamatan pun sudah terdengar dan santer jadi bahan pembicaraan.
“Sebelumnya sudah terdengar siapa saja yg akan diterima tiga orang ditiap kecamatan sebagai anggota panwascam. ini saya akan buktikan nama nama yang beredar nanti,” tukasnya.
Ketua Panwaskab Sumenep, Hosnan Hermawan saat hendak dikonfirmasi melalui sambungan telepon pribadinya berkali-kali tidak aktif.
Sejumlah media, mencoba mengkonfirmasi ke komisioner yang lain Imam Wahyudi, telepon pribadinya juga tidak bisa dihubungi. (Asm/irwan)
